International participation in Horizon Europe

There are several interesting discussions currently going on regarding the successor of the current Horizon 2020 Research and Innovation programme, Horizon Europe. We at Pongratz Consulting / Fenix Scientific AB have reported on the ongoing discussions including on issues such as International Participation in the coming Horizon Europe programme. This programme is scheduled to start 2021 and will grow considerably compared to Horizon 2020. The suggested budget is close to 100 billion EUR and represent a considerable development, if the budget survives further discussions among the European member states.

Recently, Science|Business organized a interesting conference to discuss the current status of Horizon Europe and one of the topics during the conference was on International Participation. International participation in Horizon Europe is been disscussed.

As we have previously reported the new Horizon Europe programme will not bring major changes compared to Horizon 2020. However, the discussion seems to suggest otherwise, at least from the researchers point of view.

In Horizon 2020, participation of researchers from high income countries was rather restricted. However, during the discussions several third countries voiced their interest to join the programme and to compete for funding. For examples, representatives from Quebec, Canada expressed their interest to join Horizon Europe as an associate member, a position that was shared by other country representatives from for example Israel, Japan, South Africa and other countries

In addition, researchers from countries like Norway are collaborating fully with European peers through their association with EEA and thus the European Research programmes.

However, the European position is still not fully clear on the issue of international participation in the Horizon Europe programme. We have for example reported that members from the European Parliament advocate regional considerations for certain Horizon 2020 pillars such as the European Research Council (ERC) and also for the European Innovation Council. How these considerations could accommodate expanded international collaboration remains an open question.

 

And then we have the Brexit issue and the UK…

Al lot of discussions remain.
